Tags on checks for cross-service grouping

Currently, tags can only be applied to devices. However, a specialized service often consists of multiple checks on different devices, such as a database, a virtual machine, and a CRM web server. Tags are needed on the individual check assignments so that such checks can be filtered, evaluated, and reported collectively as availability within a single service.
