Rule/Configuration Change: Preview of Affected Customers/Devices with Confirmation

Before saving a rule or configuration package change, display a preview: "This change affects N devices across X customers," along with a list of the affected devices and a mandatory confirmation. This prevents accidental mass rollouts.
