Configuration packages with conflicting settings, order of application

If there are multiple configuration packages with similar or conflicting settings, which package is used? There should either be a clear order (sortable) for this, or they should be processed alphabetically. If there are two policies with conflicting settings, our tests have shown that the one created first always takes precedence.
