Monitor DFS Replication Without Remote Access

The existing DFSR check measures the lag between two members and requires WMI access to the partner to do so. What is needed is a check that evaluates data exclusively locally: the state of the replication service, the replication status that can be queried locally, and the relevant error events in the DFS Replication log. Such a check would run on every member without requiring special privileges.
