Alerts as a separate menu item with global schedules

Currently, alarm configurations can only be accessed indirectly through a single check. We would like a dedicated section in the navigation bar that lists all alarm configurations, including their channels and assignments, as well as reusable schedules that can be maintained centrally and referenced in multiple alarm configurations.
